To support the development of CCUS in Guangdong, the Asian Development Bank awarded a project to support the capacity building for a CCS Center in Guangdong in August 2015, as part of RDTA8714 project: Promoting Carbon Capture and Storage in the People’s Republic of China and Indonesia. The outcome of the project is to develop institutional capacity for researching and demonstrating CCS technologies, enhance capacity development in the areas of CCS technology innovation, policy development and structure market-based financial mechanisms for CCS technology commercialisation. The project will build on the Roadmap for Carbon Capture and Storage Demonstration and Deployment in the People’s Republic of China and try to jointly work with industry partners forimplementing the Roadmap. The project will focus on three programmes: 1. Applied R&D Programme ARP1: Advanced Manufacturing for CO2 Capture ARP2: Offshore CO2 Transport and Storage in Guangdong ARP3: Develop a small scalegeneric capture test unit in a municipal city in Guangdong 2.ThePolicy and Finance Expert Working Programme PFP1: Setup a working group inGuangdong and at national level and draft a work report for including CCUS inthe emission trading system PFP2: Building on the effort of PFP1, PFP2 will identify how to mobile policy instruments to support advanced pilot testing of CO2 capture technologies and large-scale demonstration of CCUS technologies in Guangdong 3.TheKnowledge Transfer Programme KTP1: Establish a knowledge transfer programme in Guangdong and identify a list of opinion leaders in government and each high emission industry sector KTP2: Develop a dialogue between this project and RDTA8714 Shanghai Centre hosted by Jiaotong University KTP3: Host workshops biannually to provide factual information about CCUS development in China and in the world and host special seminar and workshop with Chinese and international CCS experts KTP4: Continue to develop public communication activities in Guangdong through CaptureReady.com CCS information website, NearZero Emission magazine; and identify 1 PhD student jointly with Chinese Academy of Social Sciences and the University of Queensland KTP5: Develop IPR Transfer and IPR Protection programme. KTP5 will deliver a report on how to protect CCUS related key technologies and suggest potential public finance mechanisms for international knowledge transfer and sharing |
