Chinese CCS Policy

Chengchuan Tian, Director General of Strategic Office of Climate Change Department, NDRC, attended the 1st Guangdong International CCUS Expert Workshop and UK-China (Guangdong) CCUS Centre Launch Ceremony hold on December 18, 2013, in Guangdong Province, and made the welcome address and the keynote speech titled “Chinese CCS Policy”.

He said: “CCUS has gained international concerns as a potential technology which can reduce emission in a large scale. Chinese government attaches great importance to CCUS research and its application, which actually is developed as an important field of development strategy. Promoting the construction of ecological civilization and solving the sustainability issues of resources, environment and climate are proposed in the eighteenth NPC. In China, we must take the clean-coal development effort into account, because coal may be turned into clean and sustainable energy with the help of CCUS development and application. Thus, governments at all levels pay high attention to CCUS. ”

“In 2011, the State Council and the National Development and Reform Commission (NDRC) has formulated the 12th five-year control scheme for greenhouse gas emissions, proposing that thermal power, coal chemical industry, cement and steel industries should develop carbon capture pilot project and the carbon dioxide capture, oil displacement, integrated storage demonstration projects. On this basis we have released the ‘Notice about Promoting Carbon Capture and Storage Experiment Demonstration’. With the thought of national conditions, taking a long-term perspective, guiding actively and advancing works in an orderly fashion, we have explicated the thought and territory of CCUS scheme development from the construction of the key demonstration projects, the formulation of related policies, plan-making and completing the standard laws and regulations. The State Council Promulgated ‘The Advice of accelerating the Development of Energy Saving and Environmental Protection Industry’, pointing out that we should deploy and research the equipment of Carbon Capture and Storage technology in advance.”

He then added: “to implement these government documents, we will mainly promote the work from the following aspects: 1. completing the coordination mechanism of related work; 2. studying the fundamental interests of planed demonstration projects; 3. enhancing the strategic plan with the proper micro guidance; 4. intensifying the work of security standard regulations. ”

At last, he emphasized that China has focused on the international cooperation on this field. At present, we have cooperated and communicated with UN, America, Australia, WB, ADB, GCCSI etc. The establishment of this Centre contributes to spreading the CCUS knowledge network. He showed his gratitude to UK and other institutes of their efforts. He expressed his hope of further cooperation and advancement on academic communication, technical demonstration, and industry cooperation to make contributions to the deep integration of global CCUS field.
