Dr Liang has a PhD in Energy Policy and Finance, two masters degrees in management researchand process technology, one Diploma of Imperial College (DIC) in Energy Technology for Sustainable Development and a bachelor's degree in electrical and electronic engineering. Dr Liang is the Secretary General and co-founderof UK-China (Guangdong) CCUS Centre, an expert panel member in Chinesegovernments climate finance policy, PI of the World Banks Network Carbon Market (China) and International Lead of Asian Development Banks CCS Centre of Excellence (Guangdong) project.

Dr Liang has been leading on a total of GBP 2.15 million research grant and the GBP 20 million Haifeng carbon capture pilot project. Dr Liang has rich experience in asset management and investment advisory. Dr Liang is also a Chartered Financial Analyst holder and Financial Risk Manager.
