Abstract

In today's world, the greenhouse effect and global climate changeare universal issues of common concern. Intellectual Property Rights (IPR) protection has always been a hot topic in the negotiations of the IPCC onclimate change. The United Nations Framework Convention on Climate Change (UNFCCC) and the Kyoto Protocol explicitly put forward the obligation of developed countries to transfer climate-friendly technologies to developing countries. To achieve the greenhouse gas emission reduction targets in the Paris agreement, countries are actively implementing emission reduction strategies. How to use the existing international intellectual transfer mechanism from developed countries to developing countries, and achieve emission reduction targets will be crucial to future global climate change negotiations on intellectual property issues. CCUS technology is currently considered to be one of the most important technologies for dealing with climate change in the short term. This report is based on the strategic deployment of CCUS technology in developed countries, to introduce the conceptof the transformation of technology achievements and experience sharing, and to explore China's national conditions for a knowledge-based collaborative platform program. At the same time, it introduces the regulations and frameworkfor intellectual property management. It also summarizes the core technology distribution of CCUS patents in China, and studies the CCUS technology commonality by analyzing the cases of intellectual property transfer which have been successful to date. Finally, this paper combines the CCUS development roadmap put forward by some scholars and gives some reasonable suggestions to promote the knowledge sharing and property right transfer of CCUS demonstration projects in China.
