The Construction of Standard CCS System

Peng Bo from China University of Petroleum EOR center attended the 1st Guangdong International CCUS Expert Workshop and UK-China (Guangdong) CCUS Centre Launch Ceremony hold on December 18, making an introduction on the construction of standard CCS system.

Professor Peng said, the principle to build the standard CCS System is leaded by government and supported by industry; the construction contents contain capture, utilization and storage including quantification and assessment format of all kinds of influences such as ocean, territory etc.

Canada established CCS standardization committee in September, 2011. And in September, 2013, the committee held its third meeting in France. He pointed out that China should consider improving its CCS standard to international level, which is leaded by China National Institute of Standardization.

CCS international standard cannot be added to the present standard, such as CO2 transportation standard. Guangdong should link the local laws and regulations with CCS standard construction. What we should pay attention is that the quantification and verification of CCS standard should contain environmental standard and there are differences among different countries.

He then introduced several reference standard involved in CCS big stages. The standard of storage is the solid waste control standards such as desulfurization and denitrification including technology, facility, test and monitoring. The storage and transportation standard is relatively robust and has the mandatory standard, such as oil & gas storage and transportation standard system which are very completed. The construction of storage and transportation standard mainly contains management, association, measurement and corrosion etc. Storage standard includes injection process, stable injection, monitoring and shutting down after injection, environment protection while developing marine petroleum. The monitoring standard of storage includes process monitoring and secure environment monitoring after storage.

Developed countries has formed “Carbon Capture and Storage Model Regulatory Frameworks” by IEA and “CO2 Storage Directive” by EU.

At last, Professor Peng concluded that laws and regulations are critical to the establishment of CCS monitoring regulations; China should accelerate to build related CCS standards to influence international standard; Each country should build their own CCS standard system, the differentiation standard system; UK-China (Guangdong) CCUS Centre can blend its local properties, practical experience in the construction of standards.
